Anyone may nominate, including themselves. Nominee awareness is recorded separately; a nomination is private proof first review, never a public longlist, endorsement, or consent signal.
- Payment and nomination volume have no selection value.
- Duplicate nominations are consolidated around the contribution, not counted as votes.
- Sensitive or confidential documents are not requested.
who qualifies and proof
Review asks whether the contribution can be responsibly assessed, whether claims are within limits, and whether proof distinguishes outputs, reach, outcomes, and attribution.
- Public records, primary work, institutional materials, and independent reporting are logged.
- Claims that cannot be supported by another record remain unresolved rather than repeated.
- Geographic and field diversity inform search, not quotas disguised as objectivity.
Review and conflict control
Reviewers disclose financial, family, employment, advisory, competitive, and close personal interests. removed because of a conflict reviews cannot produce scores or recommendations.
- Structured scores focus attention but do not mechanically determine the list.
- Rationales are required for every recommendation.
- Reviewer identities and final decision rules will be named before an inaugural judgment is presented as complete.
Consent and fact-checking
A person cannot be made public as an honoree without confirmed consent and completed fact-checking. The nominee may clarify, decline, or withdraw before public release.
- Fact-checking verifies names, roles, dates, important claims, and source context.
- Consent does not grant editorial control over independent judgment.
- Declining participation carries no adverse guess.
public release and freedom from paid influence
Each public profile includes a contribution summary, supporting sources, relevant conflict note, public release date, and correction path. Sponsorship, advertising, tickets, tables, donations, or partnerships cannot purchase inclusion or favorable review.
- No sponsor approves, suppresses, or previews the list for influence.

Corrections, withdrawal, and removal
New proof may correct a profile, change context, or require removal. The status history persists; a correction is not silently rewritten as if the prior claim never existed.
- Factual corrections are dated and described.

- Annual process notes will document changes to rules and decision rules.
